The number of employees, on its own, does not determine eligibility for the L-1 Blanket. A large workforce is a favorable signal, but it does not replace the criteria the program actually evaluates, so there is no way to say that any specific headcount is sufficient.

The Blanket is a mechanism designed for large, established multinational organizations that transfer personnel frequently and therefore benefit from a more streamlined process. The review looks at the overall picture: the size and maturity of the company, the track record of intracompany transfers, and the strength of the operation as a whole, not any single indicator in isolation.

In addition, the general L-1 requirements apply: the qualified corporate relationship between the foreign entity and the U.S. unit (parent, branch, affiliate, or subsidiary), the active operation of the business, and the classification of each transferee in an executive, managerial, or specialized knowledge capacity.

Because the Blanket combines multiple criteria and each organization is evaluated as a whole, the right approach is to review the current requirements with USCIS and assess your company’s profile with a qualified specialist before filing.
