Can a mid-level manager qualify for L-1A?

Generally, it is difficult. The L-1A is designed for senior managers and executives: professionals with strategic authority to set policy or direct a significant portion of the organization’s operations. A mid-level manager does not always reach that level of autonomy.

This is not an automatic disqualifier: what matters is the actual nature of the duties, not the title on the org chart. An intermediate position may qualify if the responsibilities, in practice, are equivalent to those of an executive or senior management role.

• High-level decisions that affect the company as a whole.
• Oversight of broad departments or of other managers.
• Direction and implementation of corporate policies.

You will also need to demonstrate the link between the overseas entity and the U.S. unit, and show that you served abroad for a qualifying period. Since each case is evaluated individually, strong evidence of your actual duties makes a real difference. It is worth reviewing the current USCIS requirements and seeking professional guidance before filing.
