Even so, this advantage is purely practical. Each petition is reviewed on an individual basis, and even larger companies must demonstrate that the transfer meets the applicable conditions. A smaller, well-documented company can present an equally strong case.
Since what matters is the quality of the evidence, it is worth building a well-supported petition regardless of company size, and confirming the current L-1 requirements with USCIS or a specialist.
