Is H-1B electronic or paper-based?

The H-1B process is largely electronic today, but it is not fully digital: the initial stage takes place online, and some later steps may be in-person or involve physical documents. The short answer is that it combines both formats, depending on the phase.

The employer petition is initiated and filed electronically through the USCIS system. That is where the request is registered and reviewed, so the submission phase itself is digital, with no paperwork moving back and forth at that point.

• Start: electronic petition filed by the employer through the USCIS system.
• After approval: there may be an interview at the consulate or embassy.
• Visa issuance: you present your physical passport to receive the stamp.

In other words, the online portion does not eliminate the in-person steps that may arise as the case progresses. Since procedures and systems change, it is worth following the official guidance from USCIS and the consulate, and being cautious of anyone who promises an instant or guaranteed process.
