It is not the L-1 itself that decides this. Global Entry and TSA PreCheck are trusted traveler programs whose eligibility is tied primarily to citizenship or residency status, not to the type of visa you hold. Being in the United States on an L-1 does not grant automatic access.

Global Entry is generally available to U.S. citizens, lawful permanent residents, and citizens of partner countries, under the rules currently in effect. If an L-1 holder falls into one of those categories, they may apply; and anyone approved for Global Entry typically also gains access to TSA PreCheck without a separate application.
