Is there an extra cap for NGOs?

The H-1B visa does not have an extra cap created specifically for NGOs. The honest answer is that simply being a non-governmental organization does not, by itself, generate an additional pool of visas.

What does exist, and is often the source of the confusion, is the annual limit exemption (known as cap-exempt). Some nonprofit organizations may petition for H-1B without being subject to the annual cap when they have the type of affiliation that the law recognizes, generally a connection to higher education institutions or research organizations.
