In practice, the H-1B does not set a maximum number of times you can change employers. What exists is a condition for each change: the new employer must file a new petition on your behalf. This mechanism is known as H-1B portability.

Because the visa is tied to a specific employer, you cannot freely move from one job to another. With each transfer, the process must be repeated, and each new petition must meet the requirements and be approved by immigration authorities for the new employment relationship to be valid.
