In EB-5, an ‘exemplar’ project is essentially a venture submitted as a model and pre-reviewed by immigration authorities. The main advantage is predictability: because the project structure has already undergone an assessment, investors face fewer uncertainties around the program’s key requirements.

In practice, this typically translates into greater confidence regarding how the project intends to create the required jobs and meet the program’s criteria. A project treated as exemplar tends to feature consistent planning, organized documentation, and experienced management, making it easier to demonstrate compliance.

That said, exemplar status is not synonymous with a guarantee. Each investor’s case is reviewed individually, and factors such as the source of funds and actual fulfillment of the program’s goals continue to be evaluated. For that reason, due diligence on both the project and the sponsor remains essential.
