Not exactly, although the two are directly connected. EB-5 is the immigration program and process for investment-based immigration; the investor green card is the outcome that path can produce when successfully completed. In other words, one is the route, the other is the destination.

In practice, the investor places capital into a new commercial enterprise that creates or preserves jobs in the United States and follows the steps required by the program. Once the petition is approved and the conditions are met, the investor and their dependents may obtain lawful permanent resident status, commonly known as the green card.

That distinction matters: talking about EB-5 means talking about the process, with its requirements and stages; talking about the green card means talking about the final benefit, the right to live and work in the country permanently. Approval is not automatic and depends on fulfilling the required conditions.
