How are indirect jobs calculated?

Indirect jobs in the EB-5 program do not appear on a payroll: they are estimated through economic impact models, such as the Input-Output Model, and require a solid methodology to satisfy USCIS.

In the EB-5 program, indirect jobs are positions that do not arise within the invested company itself, but in the surrounding economy as a multiplier effect of the investment. Even if the capital does not directly hire a worker, it can stimulate suppliers and related sectors, generating employment at other points in the economic chain.

Because these jobs cannot simply be counted on a payroll, the estimate is produced through economic impact models, typically prepared by economists or specialized consultants. A widely used method is the Input-Output Model, which projects how invested capital flows across different sectors of the economy and how many indirect jobs can be reasonably attributed to the project.

  • Direct jobs: hired by the invested company itself.
  • Indirect and induced jobs: estimated through economic modeling.
  • The methodology must be documented and defensible before the adjudicating authority.

USCIS requires that this job count follow recognized methodologies and be supported by detailed documentation. Because the accepted rules and models can change, the best approach is to confirm the current methodology at the official source (USCIS) and work with professionals experienced in preparing the economic study.
