In the EB-2 NIW, an RFE response conveys completeness when it mirrors exactly what was requested. The goal is for the officer to move through your reply and find, point by point, an answer to every issue raised, without having to hunt for information.
To get there, it helps to structure the document systematically:
- Divide the response into sections, one for each RFE item, in the same order they appear.
- In each section, explain the context and list the evidence, linking each exhibit to the specific concern raised.
- Number or label the exhibits so it is clear which point each one addresses.
- Make sure documents in another language are accompanied by a certified translation.
Close with a cover letter that ties everything together: what was requested, what you submitted, and how each piece satisfies the request. Objective language and a logical order communicate, on their own, that nothing was left unanswered.
Because every RFE is specific, verify that all points have been addressed and, if possible, have the response reviewed by a specialist before filing with USCIS.
