I submitted publications with only the title page, no abstract. Can that trigger an RFE in EB-1?

It can. In EB-1 cases, your publications serve to demonstrate the content and impact of your work. Submitting only the title page, without an abstract, leaves the reviewing officer without enough material to assess the relevance of what you produced, and that gap is a common reason for a Request for Evidence (RFE).

Keep in mind that an RFE is not a denial. It is a formal request to supplement or clarify your documentation. Receiving one means the initial submission was not sufficient, not that your case is lost.
