Does the H-1B require an English certificate?

No. The H-1B does not require submission of an English proficiency certificate, such as TOEFL or IELTS, to be granted. What the visa evaluates is something else: professional qualification for a specialty occupation and the existence of a job offer sponsored by a U.S. employer.

In other words, the analysis focuses on:

• The specialty occupation and the degree or equivalent experience that supports it.
• The job offer and the relationship with the sponsoring employer.

This does not mean English is irrelevant. Even without a formal requirement in the visa process, language proficiency tends to be decisive in practice: to succeed in a hiring process, to communicate day-to-day, and to perform well in roles where communication is essential.
