Generally, no. Registration in SEVIS (Student and Exchange Visitor Information System) is intended for international students (F and M visas) and participants in exchange programs (J visa). The H-1B, which is a work visa for specialty occupation professionals, does not go through this system.
The H-1B has its own requirements, tied to professional qualifications and the employment relationship with the sponsoring employer in the United States. SEVIS serves a tracking role for students and exchange visitors, and is not part of the process for obtaining or maintaining H-1B status.
If you previously held SEVIS-linked status during a period of study or exchange, that data is associated with that phase and is not required for a change to H-1B. In other words, a prior SEVIS history neither hinders nor substitutes the work visa process.
Since every case has its own details, it is worth following the official guidance from USCIS and the Department of State, or speaking with a specialist if your situation has specific circumstances.
